He took Edgar, which had recently had storm damage repaired to Malta, where he and the crew transferred to the battleship H.M.S. Royal Oak, which he commanded from late March 1899 to January of 1901. After handing over Edgar, Graham was informed by Admiralty Letter that the ship's engine room was "unfavourable" when inspected by A. Fremantle on 20 March.[3]
