A Convoy Section of the Naval Staff had been set up on 25 June, 1917 under Fleet Paymaster H. W. Eldon Manisty, who was given the title of Organising Manager of Convoys.[1] It was given accommodation on the Ground Floor of Admiralty House.[2]

According to the Staff History, the Convoy Section was constituted as the Mercantile Movements Division on 1 October under Captain Frederic A. Whitehead. It was now independent of the Trade Division.[3]
