Captain Arthur Russell Hulbert, Royal Navy (9 April, 1871 – 12 January, 1913) was an officer in the Royal Navy.

Promoted Captain on 31 December, 1908. Appointed to the light cruiser Blonde on 10 May, 1912 in command of the First Destroyer Flotilla.
