U.S.S. Garfish was one of nine Seawolf Class submarines completed for the U.S. Navy. Her name was changed to H-3 before she was launched.

She was commissioned at Puget Sound on 16 January, 1914 with Lieutenant, junior grade William R. Munroe in command.
