At any one time during the late nineteenth and early twentieth centuries the Royal Navy had thousands of boys under training. Until 1905 training was exclusively conducted in stationary training ships located around the British Isles. On 18 September 1889 Captain Robert H. Harris was appointed the first Inspecting Captain of Boys' Training Ships, as well as commanding one of the training ships. Captain Edmund R. Pears was appointed as Inspecting Captain of Boys' Training Establishments on 21 December 1911, and on 5 April 1913 became Commodore (T.S.), as Commodore, Second Class in Charge of the Boys' Training Service. Rear-Admiral Dudley R. S. de Chair was appointed as Admiral of the Training Service on 30 June 1914.
