Shell Committee (Royal Navy)

The British formed the Shell Committee to examine issues of their projectiles failing to penetrate armour or to properly explode after doing so. It had perhaps been formed upon the findings of an earlier committee to study the types of projectiles the Fleet was using and to study the proportion each should have in continued production.[1]
