Commander Richard Harter, R.N. (30 January, 1889 – 2 February, 1938) was an officer in the Royal Navy.

Life & Career

Harter assisted the navigation officer in Hindustan between 15 January and 31 May, 1907.[1]

Harter was promoted to the rank of Lieutenant on 1 October, 1911. In 1912, he was informed that he was not likely to be selected as a navigating officer due to poor certifications, and in August 1913 he was not selected for a navigation course.[2]

Harter was appointed to Racer for Osborn College on 26 July, 1914. War clouds caused this to be quickly set aside in favour of an appointment to Attentive for the destroyer Firedrake on the 29th.

Great War

On 22 September, 1915, Harter was sent to Haslar with a disease of the intestines. He was discharged, fit, on 1 October.[3]

Superseded in Firedrake on 27 February, 1916, Harter was appointed to the much older "C" Class destroyer Mermaid within the week, to take command upon her commissioning. This command tenure hardly got started, as Harter came down with measles on 16 March and was superseded in command of Mermaid in consequence. He was found fit on 10 April, 1916, having been appointed in command of the new patrol boat P27 in the interim.[4]

Harter was appointed in command of the destroyer Telemachus on 5 August, 1918.

Post-War

Harter was promoted to the rank of Lieutenant-Commander on 1 October, 1919.[5]

He was appointed in command of the destroyer Tumult on 2 September, 1920.[6]

Harter was promoted to the rank of Commander on 31 December, 1925.[7]

Harter was placed on the Retired List at his own request on 11 October, 1929. In 1936, he was exempted from mobilisation and handed to the Air Ministry for service as an Observer Group Assistant. Harter died before World War II, however, passing away on 2 February, 1938.[8]
