Commander Richard Harter, R.N. (30 January, 1889 – ) was an officer in the Royal Navy.
Life & Career
Harter was appointed in command of the destroyer Telemachus on 5 August, 1918.
He was appointed in command of the destroyer Tumult on 2 September, 1920.[1]
