Cobbe gained eleven months' time on passing out of Britannia. He was appointed to join Agincourt of the Channel Squadron on 10 January, 1888. On 1 March, he was appointed to the armoured cruiser Imperieuse of the China Station.[1]

Cobbe was promoted to the rank of Lieutenant in October 1893.[2]

Cobbe was promoted to the rank of Captain on 31 December, 1911.[4]

Cobbe was appointed in command of the second class protected cruiser Naiad on 11 February, 1914.[5]

The April 1915 Navy List and his own service record indicates that Cobbe was to appointed to Princess Margaret, additional, as Captain in Charge of Minelayers on 9 March, 1915, but he was aboard her ill-fated sister minelayer Princess Irene when she exploded and sank near Sheerness when being loaded with mines.
