H.M.S. L 23 was one of thirty-five "L" class submarines completed for the Royal Navy.

Service

L 23 was commissioned 26 August, 1924.[6]

From at least mid-1927 through at least early 1929, she was with the First Submarine Flotilla in the Mediterranean.[7][8]

By mid-1931, she had been transferred to the Second Submarine Flotilla.[9]
