My copy of this document is a black and white photocopy of an original (copy No. 43) at TNA.  The promulgation instructions notes on page 2a bear a date of Feb 22, 1912, and page 2 has instructions for how its contents are to be referenced from the manual it augments (paragraphs that have been altered should have a letter A written in the margin next to them to draw readers' attention to this book).

The nature of this book is to act as additions (and a few corrections or amendments) to an earlier manual whose content is only partially out of date.  The pages of this book, then, are full of sections marked with a page number and paragraph from the Torpedo Manual for HM Fleet 1909, Volume III indicating if the section is to replace the original or to be placed before or after it.  In this sense, this volume serves as editorial instructions for adapting the earlier printing to bring it up to date.
