just to close this out, by the time I finished with the prototype, I had many of the above working:
A variety of working transmitters and receivers for gunnery orders (though the AI did not, as I recall, really pay them any heed).
Fire Buzzers -- added, but though the AI never pressed them, the AI would fire if I pressed them.
Cease Fire Gong -- added, and though the AI never pressed them, the AI would cease fire if I pressed them.
Bearing indicators -- added Barr and Stroud equipment, but not Evershed gear. The AI did not use them.
Navy phones -- I added a small number of "Telaupad" speakers, sufficient to relay information about. These actually were important parts of the communications system, and were connected in two hard-wired and distinct circuits. The TS was tied into both circuits (by two separate "talkers") and these "talkers" in TS, Conning Tower, Gunnery Control Tower, foretop and one in each turret parroted commands they heard over their phones which they knew needed to be known by others in their compartment, and vice-versa. It was not super-detailed or accurate, but contributed to a sense of the communication networks within the ship.
Voice pipes -- I added a single pair between foretop and Conning Tower (as it was clear that such a pipe existed), and this worked fine.
Additionally, the previous acoustic model in which everything said on the ship was audible to all others on the same ship was replaced by having only those nearby able to hear you. This really necessitated the creation of the above touches, and restored a little peace and quiet over the cocktail party chatter that was getting out of hand.
