Here is a general question... how did the retired list work in this era? I am asking this because the gentleman I am writing about was promoted while on the retired list... and was active during the war and right after as retired. There seems to be some sort of seniority to it as well. Is there any resource which can explain how the personnel system worked in the Royal Navy during the World War One era?

Thanks all!

Simon would know this for sure. I will try to attract his attention. "Retired" was a very fluid thing in the Royal Navy, with some officers serving WHILE RETIRED and (more often), being blithely taken off and returned to the retired list.

It depends what rank we're talking about. For retired flag officers it was about seniority where applicable. For ranks below Rear-Admiral I'm not sure, as they were by selection on the Active List, so applying seniority on the Retired would be a bit of a kick in the teeth. I'll see what I can find in the Orders in Council, many of which relating to promotion and retirement are here.
