When "Goeben" first encountered "Imperatritsa Mariya" on Jan 8th 1916 it quickly became clear that the Russian dreadnought considerably outranged her. "Mariya" was able to open fire at well over 20,000 yards- and quite accurately too! Some sources state that "Mariya's" main armament had a range of over 25,000 yards at 25 deg elevation. This was well beyond "Goeben's" maximum range at that time (presumably, this would have been about 19,800 yards at 13.5 deg elevation) so obviously Something Had To Be Done.
Since increasing the elevation to 16 deg as was done on "Seydlitz" and "Moltke" would only increase the max range to about 20,900 yards this was Not Enough. So, "Goeben's" guns got 22.5 deg elevation, which gave about 23,700 yards. As to when, where and how, I have no idea- but it was done in Turkey between 8th Jan 1916 and November 1918 when "Goeben" was formally handed over to the Turkish Navy and, finally, became "Yavuz" officially.

Further to the above- "Goeben" received a refit in the summer of 1917- obviously an in-water refit because of the lack of a suitable dock. Presumably the elevation of the main guns was increased at that time.
